The content of the course assumes knowledge of the basic legal aspects of public law. In particular in terms of the structure of the legal order, validity, effectiveness of legal norms, scope and last but not least the general characteristics of governance. - Course Enrolment Limitations

- Course objectives
- The aim of the course is to introduce students to the nature and functioning of public administration, the forms of public authority in a democratic state in general and in Central European states in particular. Students will learn the content features of two crucial components of public administration, i.e. state administration and local governments. They will then gain information on the principles of good governance and their application in Central European countries. The content of the course will enable students to gain an insight into the organisation of public administration from the point of view of the actors and executors in the different Central European countries. Similar aspects will be covered in the context of local government. After completing the content of the course, students will acquire additional knowledge that will enable them to understand the functioning of public administration in the selected states, and to analyse and argue for its constitutional and legal anchoring.

Students can explain the nature of public administration, both state and local government in a democratic state. They will be able to analyse the structure, organisation and functioning of state administration and local government in the countries of Central Europe, while identifying commonalities and differences in terms of their real implementation.
Professional skills
Students will be able to orientate themselves in the basic legal framework underpinning the organisation and functioning of state and local government in selected Central European countries. They will be able to synthesize the elements of both parts of public administration that have common features for the selected countries, but at the same time they will be able to point out the existing specificities and differences, and to integrate these into the system of public administration in terms of their possible use in practice. General competence Students will acquire additional knowledge that will enable them to clarify the position of public administration in selected European Union countries. They will be able to analyse and argue the constitutional and legal basis and organisational arrangements of public administration and local government in the Central European countries studied. They can apply the knowledge gained in this way in practice, especially in the context of international cooperation in the field of public administration.
