Course objectives
The aim of the course: The aim of the course Public ECONOMY is to provide the students of the Bachelor study branch of Public Administration and Social Policy basic knowledge concerning not only the actual issue of public economy, but also its sectors, organization and tools. Passing the course, students have been gradually acquainted with basic concepts and theoretical basis of public economics, public and civic sectors, issues of public policy and public finance, and last but not least also with the issue of instruments of public economy, such as public procurement and concessions, public investment, public support, public information or public control. All the efforts of the lecturers and seminar instructors will be focused both on deepening the students' economic thought and equipping them with the specific tools used in this discipline. Study Outcomes: Professional Knowledge: Students can define the terms used in the field of public economics and describe the relationship between the realms of national economy and public administration. They can asses the effectiveness of the functioning of public and public sector. Furthermore, they become familiar with the relationship between public policy and public economy and acquire a basic idea of the functioning of various instruments of public economy in practice. Professional Skills: Students will be able to apply the various laws related to the issue of the public sector and on the basis of this application will be subsequently able to assess not only the organization and economic management of institutions of the public and civic sector, but also their effectiveness. They can also distinguish between the basic tools with which public economy in countries of developed market economy is realised. General Qualification: Students acquire knowledge of the issues of public economy. The acquired knowledge will be the basis for further study of economically-oriented courses taught in the bachelor branch of Public Administration and Social Policy. From a practical point of view, students will be able to independently and responsibly assess the management and efficiency of the various sectors within the field of actual functioning public economy, assess their organization and the effectiveness of the use of its individual instruments. Competences: Students can define public economy and describe its relation to public administration. They can distinguish between public and civic sector. They know what the relationship between public economy and public policy is and can describe the basic issues in the area of public finances. Within their competences, they can recognize and apply the individual tools of public economy.
