Course objectives
The aim of the course is to supplement the students' knowledge about the issue of acquisition and development of public administration information systems (PAIS). Moreover, it will ephasize a rationalization aspect of PAIS within public administration field, standards and legislation of PAIS. Particular aim of this course is also to familiarize students with the actual development in the area of PAIS and their organization.
Syllabus
  • 1. Theoretical definition and specifitacion of information system (IS). IS life-cycle. IS components. IS characteristics and classification.
    2. Public Administration Information Systems (PAIS). Basic regulations and documents. The concept of building the PAIS. The coordination of PAIS.
    3. Basic registers: register of inhabitants, register of persons (companies), register of territorial identification, addresses and real estates, register of rights and responsibilities of public authorities.
    4. Agendas in public administration. Territorial identification. Records of real estates. Records of zoning and construction administrative proceedings. Evidence of the housing stock. Evidence of population. Evidence of economic entities, economic subsystem, legal information, etc.
    5. State information policy. Information concept and its documentation.
    6. Operating IS: modules (logistics, sell, state administration and self-administration, etc.).
    7. Security of IS. Ensuring the security. Cryptography. Electronic signature. Data boxes and their security.
    8. Identification, authentication and authorization. Identification documents and their security.
    9. E-Government. Transformation of internal and external relations of public administration using information and communication technologies (ICT). Digitization of public administration internal agendas. Czech POINT and communication infrastructure.
    10. Portal of the public administration (PPA). PPA structure and content. Web accessibility and other criteria.
    11. Geographic information systems (GIS). Basic components of GIS. Data types. Data model.
    12. Information systems of the European Union: Schengen IS, Visa IS (VIS), Eurodac system, etc.
    13. Information systems in Slovakia. Main portal. Integrated Service Place (ISP). Electronic IDs.
